no, but it helps a lot!

you can use a 56k dial up internet server for your Xbox, but it is not recommended.

you would need a computer (any computer that runs windows98se or higher or Win2k or higher would be fine).

a 56K modem installed,
and a ethernet network card installed (10BT or 100BT, doesnt matter. should be about $5 - $10)

1)configure your dial up on that computer.

2)after you can connect and browse the internet,
enable "Internet Connection Sharing" (it should be an option in the "add/remove programs" in "Windows components" and set that up (should be straightforward)

3)connect your Xbox to your Network Card in your computer using a "Crossover Cable"

4) dial up, and then fire up gamespy or XBconnect and have fun. (you probably cannot play Halo on a dialup, but THPS2x or THPS3 should be fine)

In order to play Halo u should have a minimun of 128K speed per connected box. I have 512K (ADSL) and that makes the game kinda shaky if I connect using split screen mode...
