I forget its name of the book but spymaster needs it and where do u buy it? Mhero Milo(sp) in Vivec said spymaster should have so i need to get one for him

You can buy or steal one at the Jabasha's Shop Bookseller in the foreign quarter. Excuse for the mispelling of the name of the guy.

Or, if you swim underwater in Balmora until you start to drown and your health is at 1, then resurface, one won't magically appear floating on the water in front of you.
