Area effect weapons

How, and where can you create area effect weapons?

I'd like to create darts or arrows that have some sort of spell like this. I'd just like to know the process since I have never made a spell or anything before.

Also, during a thieves guild quest I found and gave up my set of 4 Darts of Judgement. I'd like them back now. Do you know where I can get any more? If not the Darts of Judgement, which were laying on a bed in a manor in Ald'Ruhn, do you know the locations of any other special darts? I'm trying to collect some good ones.

Thanks for all the replies. In other words, can you enchant arrows, darts, or other throwing items?

I haven't found arrows that I could enchant myself, but I've found enchanted arrows.

I think I was able to enchant throwing knives and ninja-stars.

I know that there is a mod for the pc version that adds the ability to purchase area-effect arrows

Thanks Dre, but I have the Xbox version. I did know about that mod, and it makes me wish I just bought it for the PC. But no matter. I'll try out enchanting throwing items, thanks.
