After going to IGN and a few other sites it is clear that most reviews claim ncaa 2003 is the better game, by at least a point out of 10.
On the other hand, IGN gave NFL2k3 a 9.1 (or 9.2) which is awesome, because that was the NFL game I was planning on buying.
They also said that ncaa 2k3 was too much like nfl 2k2 and not like nfl2k3.
