You get this dagger from Mamaea, which is west of Bal Isra/Indarys Manor. Go to the Sanctum of Black Hope in the cave of Mamaea. You'll find the dagger in a box by a Sixth House shrine.

I found the Fang before, but forgot where it was when I went to play again. It's west of my stronghold.

Looks like that black hand dagger is motivation to complete the Morag Tong (which is essentially the only faction I have left to work for).
