Does anyone know why when I try to add xbox live to the cart it takes me to a "restricted access" page. What can I do?!?!?!

dont worry..1800 numbers are usually toll free and the website specifies it's toll free.

I've got an account for xbox.com, but not xbox live. I got the e-mail, it takes me to the "congrats" page, there's a link that says add this item to ur cart, I click on it and then.....
