My wild guess would be Splinter Cell as I had the same problem when I first played it. I remember being a little trigger happy :D

Generally you may want to go back a level or so and try conserving ammo a bit better the next time around. Sometimes it is possible to break lights by throwing found objects such as cola cans, but it depends on the situation and how good your throwing arm is.
