is R63's controls anything like the controls for sega drreamcast?

Kinda...I guess. It's hard to even compare because the Xbox uses dual thumbsticks. But incase you were wondering, the Xbox's RS3 controlls are among the best I've seen, and are far better than any single-thumbstick system can offer.

ya cuz my friend has RS2 and says that u have to use the triggers to move around so just say if ya use the dual thumbsticks

No, you don't have to use triggers to move around.
While there are many controller set-ups available this is the most common use of the thumbsticks:
Left thumbstick: moves your character in the x-y plain.
Right Thumbsick: Moves the camera--or more specifially, your characters cross-hairs.
This is basically just like Halo.

As peeper said, Its pretty much like Halo's control.
Right trigger: Shoot
Left Trigger: Switch between your primary and secondary weapon fast.
X: Reloads/Hold to switch to your weapons
A: Action button
Y: Night Vision
B: Thermal Vision
Right Thumbstick: Zoom/ and go right and left
