JSR - one last noise tank HELP!?

i know JSR isnt the best of the best but i am addicted since i cant get this one last noise tank on top of a tall brick poll in rokkaku-da heights - anyone know how i can get it? everytime i get up there it flip me over

yah i keep it as a back up when im not playing anything else and right now i have no new games to play so im slowly working on this one and i cant this damned noise tank. :cuss:

its a simple game and this kills me. haha
