Max payne ch 1 part 7 police brutality help!

Please help me with the part in max payne where there is a van blocking a gate and a open truck thing next to it because i dont know what your supposed to do cause all the gaitsa are locked

tried jumping on the van or truck and then jumping over the gait?

You have probably figured this out by now, but I will post just in case.
I was stuck in this exact area. I tried to jump over the fence from the top of the van, and searched around for a long time.
There is a small lift near the van. You get on the lift and press the button to activate it. This will take you to the top of the building.
