Getting the wardens key

How do you do it? I win the race and go into his office....where the hell is the key???

it took me like 3 years to figure out what that bar of his was for.

I found (after reloading the game after each time I didn't find it on the first try) that it is impossible to find it the first time.
You can't get it the first time, you get it the 2nd year.
*I tried like 5 times to get it on the first try/first year.
