How do you get there?

You have to get one of the players to leave through the air vent in one of the outer ring rooms. Then you sword snipe up behind them. Once you get on the ledge in the airshaft, you can hop out onto the roof of the rooms that ring the Foundation map.
Here you can run about. You can walk out and onto the pillars that cross the center of the map overhead. However theres some strange virtual barrier in the middle of the pillars that prevent you from walking across.
So one guy has to go to the ground, the other guy has to position himself in a certain way so that the guy below can sword snipe up and he'll end up on the other side of that invisible barrier. Then the guy left behind falls down and sword snipes back up on the other side.

I'd like to thank brother RJ for being my tour guide of the outer map regions.

you can rocket jump by shooting those explosive barrel on the side. it'll get u to the middle on top
