Call the Xbox 1-800 number and ask. They may tell you to call buckeye. So do it.

Um, why don't you take your problem into your own hands and call your ISP? My ISP has it right on their website. Maybe you should put a little bit more effort into solving your own problems before you push them off on other people.

And if the forums suck, then kindly spend your time elsewhere.
