He is correct, that is the "posting" fee.

Now the sign on fee is $49.99, then typing fee is $129.99, and the "smiley" fee is $64.99.

Oh yeah, and don't forget the "Being graced with the pleasure to be amongst the XBA guys", that will also run $499.99.
