Its Swarovski crystals or so I think. I cannot read or speak German but the word Swarovski appears more than once in the description.

I don't think Swarkovski's are rare or expensive or anything. You can buy them in craft stores. That said, there's a lot of work and a lot of crustals on that. I bought some plastic cell phone bling things with the intention of trying something like this some day, but there's been no time.
