JSRF Help -(final Stage...I think)

After you beat the Zero Beats in taggers tag and that rokaku gouji jiji guy takes you to that weird place what do you do. once you knock the guys over theirs no way to tag them and kill them. Im not sure what to do? also, is this the final stage???? thanks in advance...

Yes, that is the final stage and to beat it you have to grind up to the top of that place and spraypaint Rouji. You can't kill the guys on the ground, only knock them over.
