stuck in silent hill 2: The spinning number lock won't come off

The spinning number lock won't come off. I know the clue is the bloody numbers but when I put them in nothing happens.

In easy mode is it 4929?

What am I doing wrong? The numbers look like 4929 to me.

On one lock (the right keypad) use hat number(from the padded room,) and on the other use the # from the carbon paper in examining room 3. Then use the lapsis key and the purple bull key.
