What about this Halo 3 faceplate?

Has anybody ever seen one of these before? I was thinking about bidding on it but now I think I will pass. The seller said there were 5 of these custom painted faceplates put up on eBay right after E3 06 but they cannot remember who painted them. Oh yeah its eBay item 280175135753

I saw this auction and wondered the same thing. don't know anything about it.

I've only seen the plate in the auction. I wish there was a better picture. It doesn't look "painted" to me.
