If you belong to the Mages Guild, Temple, or Imperial Cult, you'll probably find somebody who will do enchanting at a discount because of favorable faction. I'm pretty sure each NPC enchanter enchants at the same level.

but for the discount the higher u rank u r the better so do alot of quest and get ppl to like u and u can get like 100's of gold off
I saved about 7 or 8k by charmin this one woman to 100/100. So its very useful
