Code Book Quest [Fighter's Guild]

I started a new character and he is in the fighter's guild. i got passed many quests, including the rats, shulk egg mine, and telvanni agents. then i came accross the code book. i went to the south wall corner club and found that solutide dude or something like that, solitide, whateverit is, u know what i mean. ok. so i ask her/him about the code book and she says something about the commong tang. how am i supposed to get the code book?

There are a few ways to get the book. You can kill her and take it. You can boost her Disposition to the point where she'll just give it to you. And you can steal it. If you talk with Percius Mercius, another quest giver in the Ald'rudn Fighters Guild, this will be his suggestion. Take the codebook back to Fire-eye to finish the quest.

i just killed her, got the quest. but now my bounty is up. 1020, i payed it which is fine. i was just wondrin if there was a way so i didn't get the bounty.
