I'm thinking the highest they go is 11. I read somewhere that when you accumulate 5 hours of gameplay, that is the last checkpoint of unlocking helmets.
If I remember correctly, there were 7 helmets when I accumulated 1 hour of gameplay. Do the math...if makes 11 helmets. I'm not 100& sure on this, but I think that this is correct.
