Need main quest help/Urshilaku camp... PLEASE

I am supposed to go there and get tested against the nevarine prophecies but I cannot speak with one of the dudes I am supposed to speak with. I am supposed to talk to Sul-Matuut but he won't even talk to me he just tells me to leave and I am locked out of being able to use persuasion. Please tell me what I have to do because I have been stuck on this for a while now. And if I keep pestering him he attacks me. Please help.

Try speaking with Nibani in the Wise Woman's Yurt first. She will explain the Prophecies to you and other things. Then I think you go to Sul-Matuut and he will give you orders.

Make sure you get a high dispostiton with her.
