Contact in Chinese Embassy Level

Anyone know where the hell the contact is in the Embasyy level. I see that big red sign but dont have a clue where the contact is at. I cant progress through the sewers cause i need to talk to that contact i guess...

there is an opening in the sewer above,one has a manhole cover,but the other is open,go up it and you should be fine finding him from there.
