As for Enclave being exclusive to Europe...
Enclave is currently set for a European release in early 2002. A US release date hasn't been confirmed yet, but it is known that Conspiracy Entertainment will publish the game in that territory.
Conspiracy Entertainment WILL publish the game in that (USA) territory.

I'd be surprised if ANYTHING XBOX will be exclusive to Europe. I believe North American tastes are pretty similar to European tastes.
