after you tage every thing in Rakkuo Heights the gate will open to the sewage facility in rakkuo heights it where the half pipe is.

The location is actually off of a "plaza" where there is a murder of crows (heh) and the statue on the rectangular pedistal that you can interact with and knock over. When you're in that plaza, look for a side-street with some handrails in the distance. That should get you pointed in the right direction.....
