You can see the broken image when you go to edit your user.

Could you possibly be more specific??? Are you speaking of when you click User CP that you get that error or once you get into the User CP and try to change a setting you get that??? Knowing when and how you get that would assist in diagnosing the issue if there is one.
I just went all through my User CP and got no errors what so ever...

Click your user to edit it. Click the About Me tab. Images in there are broken for me.
