The developer argues that the game is too complex and pushes the current limits of new-gen hardware to the point that an equivalent experience would be impossible on old-gen hardware.
While Rockstar certainly wants new customers, they also very much want people who played GTA V on last-gen consoles to experience it again on the new consoles, so theyre offering some next-gen only bonuses to sweeten the pot.

In what appears to be an unadvertised flash sale, the recently announced HD update of GTA San Andreas for Xbox 360 is being sold for only $3.74, instead of the regular price of $14.99. Also GTA V is featuring GTA SA-themed jobs.
