they were only made for E3 consoles playing the game at the game's booth so it wasnt made in greater quantities than 20-30 plates

What makes the Prey plate get those kind of prices is not just that the plate was made in limited quantities, but because of the high visibility of the plate. Everybody who went to E3 that year saw them, where something like the War of the Worlds or Moto GP plates are unknown outside of collecting circles. And it really is a good looking plate.
