I remember reading somewhere that the "Xbox Only" bit only applies to consoles. I don't know why, or if it's true, but i guess the pc isn't seen as competition to the Xbox.

I don't know about the number 90% but it is true that the Xbox Only logo only applies to consoles. Plus it is fairly easy to port the game to the PC from the Xbox and vice versa unlike doing a PS2 to PC port or PC to PS2.
