Constant Effect Question

Okay. I have the Grand Soul gem with a Golden Saint inside. However, when I try to have someone enchant an item and increase the duration all the way to the right, it only goes up to like 540 (not sure about the number) seconds. Is there something that says "Constant Effect" that I'm missing?

Where it usually says Cast When Used or whatever, it should say Constant Effect. You can have a levitate 1 point amulet that goes on forever like I have...

You can walk up as far as you want, levitate is levitate.

The more points in levitate, the faster you'll move through the air. The skill be 100 or 1 you'll still be able to go to all the same places, just not at the same speeds.

Huh? Really? Can someone confirm that? I always thought when you levitate you go the speed that you move your character when you run or walk ... whatever you do when you levitate ... hmm ...
