Can you get telekinesis in morrowind

I heard if u go to a place in Vivec and go to the top of a room and have telekinesis and magic or somethin upp to 45 you get a key and when u open a door you wait till the guard goes then u can get Glass armor

its just a spell, and I dont think its expensive. I dont have it but if you have the game just buy it. The little booklet that comes with the game says:
"Telekinesis
_________________________________________________
Allows the target to pick up items, open contaioners, or open interior doors from a distance, the magnitude is how far, in feet, the carget can reach."
