how come on the american version u need a booster disk to get all the costumes does the english version need a booster disk or does it have the clothes alredy
and if i press x insted of pressing a at the character select screen do i get diffrent clothes

The European versions came out later because they came out at the same time as the Xbox Launch in Europe (which was alos later). The reason it does that when you press x , x changes costumes for your fighter.

Yes, try pressing the other keys after selecting your player. X key will give you different colour of clothes and for some of the girls the other keys will also trigger different outfits.

And to get EIN the (ONLY ) secret character you need to
successfully complete the game with all fighters in story mode and play as Hayate in survival mode. Defeat at least three fighters, then enter "EIN" at the initials screen.
Ein will now be unlocked in all modes except for story mode.
