Where can i find them or where can i buy a SUMMON GOLDEN SAINT SPELL IN WHAT CITY?
You'll find them at various Daedric Ruins, a few Strongholds, the occassional tomb, and I saw two running around in the wild in the grazelands. But I don't even think they'll spawn if you're lower than level 20. I've heard you can buy a summon Golden Saint spell in the upper Telvanni tower in Tel Branora.

Summon Golden Saint Spell
The only guy I know of who sells the summon golden saint spell(and where I got it), is the guy in the top level of the tower in Tel Branora. You have to levitate from the upper level in the tower to the top where this guy is along with about 3 others.

You can pick up a scroll of summon saint from people in the tower of dusk at ghostgate. for me this is more effective since the golden saint costs 165 magicka for one cast. your conjuration has to be just about through the roof.
