No, its not the X in the middle of those islands. You have to travel a few islands east of Bal Fell and you will see it on your map. Just go directly east and you will run into it. You also might want to use a levitation spell or potion.

I think they are supposed to be locations of treasure or valuable items. Exect when I went to explore where a X was, all I found was some gold and a grand soul gem. The X was northeast of Khuul.
