yeah cause you have to apply for it as a developer. It shows you how to apply.

will i a lone wolf coder (i know dumb term) but i have an idea for a fighting game and as you know there is no market for fighting games on PC so i was thinking of getting a dev kit or going to a publisher (maybe they would buy for me)
