DOA3 Levels question

How come you can't play on all the levels when playing in versus mode? I've beaten story mode. Shouldn't all the levels be playable?

You can access all the levels if your doing one on one, if you're doing tag battle, you can only do specific levels. Because on certain levels, like the lost world, where would your partner hang out while they wait there turn?
