Splinter Cell - Thermal Vision

I have a question, I am on the Defense Ministry, and I don't have thermal vision goggles, is this normal, or is something messed up? I pushed the button, and it works, becuase he shuts off the NV when I push it, but no thermal...Some help?

You don't get it till later in the game, but I don't know how much later. I'm on the Chinese Embassy and I don't have it.

Thanks, I just got to the CIA and I can use them. They must give them to you on some missions but not on others I gueess. Thanks again.
