First- You read the Game Instruction Booklet.

Second- You press 'Y' to bring up the spell you've selected at your magic menu. Then pull the trigger to cast.

I haven't played Morrowind in a long time yet. There are many spells that do not require scrolls or potions. Some of them are even the "natural" ones you get at the beginning of the game.

As for how to use the spells, check the game instruction manual before you ever post. It helps.

Certain shops (the very first tradehouse has basic fire, ice, and lightening spells) and at the magic guilds. Make sure a spell is compatible (meaning it is a school your character is good with)with your character before you buy it.
