Well, 'kiddie' porn is technically under 18, but I wouldn't really say being a 17 year old away on spring break would fall in that category if you want to look at someone being a perv. This has been an issue with Girls Gone Wild videos, as well. I played the game, beat it, and none of them looked over 22, but I wouldn't say there was any that looked under 18 except for the petite blonde that was in it.
