Cel shading?

This may be a stupid question, but WTF is cel shading and what is the difference between it and what the Xbox will do?

uh cel shading is a technique that is hard to describe, its kind like, take a square, draw it on a piece of paper, make the outline thick and dark then fill the center with color.... now take this kind of block and use tons of them to build a picture, now this is a crude example, mostly just look at the game Jet Grind Radio, or Crackin DJ, or Wacky Races.... its a distinctive look.

Thanks man. I really appreciate it. It made me so mad when i found out that he was one pixel too big and that I didn't really have any programs that could edit the GIF file. I was using a still of him until a minute ago.
