Main quest !!! Miss Something

I got a problem with the fouth quest of main quest. The Spymaster send me to carry some informations about people in Vivec. There are three of them. The guy called Huleeya give me a note paper that i must give it for the spymaster. I has accidentally DROPPED it somewhere that i can remember. Now i was wondering in Vivec to find that damn paper. I know, it's can be everywhere in Morrowing World. I try to talk with Huleeya so he can give me another paper but it's impossible. I'm so confuse now. Anyone have some advices to help me out of trouble ? Should i restart the game completely ?

I wouldn't restart it, I'd backtrack all of your steps. I've lost something before, but luckily, I found it again.

Why would you have to start over, the main quest dosent mean anything at all. Just forget about it.
